Recent International Robotics Policy Developments: Lessons for Canada

Globally, governments are framing robotics adoption as a critical, state-level investment in economic resilience. However, this global race forces a fundamental choice in how a nation handles the transition risks.


Here is how four key nations are navigating these shifting dynamics, and what their choices reveal about the paths available to Canada:



  • United States: A bipartisan group of senators introduced the National Commission on Robotics Act to evaluate domestic competitiveness and draft a unified national robotics strategy. This signals federal recognition that America’s historically fragmented approach to funding robotics may no longer suffice against heavily subsidized global competitors like China. While the commission will evaluate long-term state-funding mechanisms like defense procurement and tax incentives, American companies have successfully captured ~80% of a $18.8 billion global robotics venture landscape. Acccess to private capital is complemented by aggressive supply chain tightening, such as recent FCC component bans forcing a rapid transition toward trusted domestic hardware. Meanwhile, without companion workforce programs and social safety nets in place, labour tensions are high, with the United Auto Workers union is challenging factory automation following GM's recent layoffs. 




What it means for Canada


The shifting frameworks across these regions highlight a fundamental macroeconomic choice. As detailed in this labour framework analysis, political leaders must decide whether businessesthe state, or individual workers will bear the structural risk of rapid technological transformation. 


The market-driven US model effectively shifts this disruption onto individual workers. Conversely, the top-down Chinese model combines judicial protections for workers with aggressive state procurement.


Canada can neither afford to replicate China's high-risk public procurement strategy nor accept the unprotected worker displacement of the US model. Historically, Canada has left this technological transition mostly to the open market, forcing a predominantly small-business ecosystem to bear the brunt of the financial and operational risk alone. This systemic barrier is one of the key reasons why robotics and AI adoption remains low across our domestic industries: our small enterprises simply cannot absorb the capital risk of a failed deployment or the loss of trust of their workforce that may result from it. 


A balanced alternative for Canada lies in targeted, state-led de-risking initiatives. Proactively funding regional adoption hubs and integrated reskilling programs yields immediate productivity gains by lowering financial entry barriers for small enterprises while protecting the current workforce. Over the long term, embedding these initiatives alongside public procurement efforts establishes sustainable talent and commercialization pipelines. This structural approach ensures that AI and robotics serve as a collaborative tool for continuous economy-wide upskilling, enhanced workplace safety, and regional industrial retention, rather than a driver of structural unemployment and the offshoring of talent and IP.


We are already part way there with the new Defence Industrial Strategy—which establishes the government as an anchor customer—and the "AI for All" Strategy, which marks a timely federal pivot toward commercial AI adoption and training for the skilled trades. Yet while the AI strategy explicitly names robotics as a priority sector, its capital expenditure plans favour of software deployment and data centres. Meanwhile, defense priorities lack a clear dual-use mandate to scale robotics, physical AI, and uncrewed systems beyond military applications and into the broader commercial economy.


Consequently, Canada risks funding a hollowed-out tech ecosystem. Because the AI strategy overlooks physical automation in favour of virtual compute, and defense innovations remain trapped in military silos, Canada's broader civilian sectors—like manufacturing, logistics, agriculture and construction—will struggle to benefit from the significant investments these new strategies purport to offer.


The issue is not a lack of funding—billions are already allocated across these fragmented federal envelopes—but rather a lack of direction. And this is why Canada needs a dedicated National Robotics Strategy, with domestic robotics adoption at its core. While our global peers are rapidly executing comprehensive national robotics adoption plans, Canada's current frameworks continue to be siloed by the digital-physical divide. A unified robotics strategy would not require massive new spending; instead, it would provide the missing directive to align existing federal pillars, transforming high-level policy into practical, low-risk deployment for our small-business ecosystem, while demonstrating to peer nations that we are a capable, high-tech trading partner. 


The irony is that robotics was part of our technology strategy from the very beginning. When CIFAR launched its foundational 1980s program on Artificial Intelligence, Robotics and Society, it birthed international icons like the Canadarm, legendary pioneering minds like Nobel laureate Geoffrey Hinton, and a host of innovative robotics spin-offs. Yet today, those same spin-offs rely on foreign export markets to survive—ultimately offshoring Canadian talent, intellectual property, and industrial productivity to other nations.


Robotics history is in the making. Ultimately, the nations that plan for and actively de-risk robot adoption are the ones that will possess the human capacity to lead and benefit from the physical AI revolution. 


Canada needs to be among them.
